The Facts How many are involved? It is believed that more than 223,000 veterans are in prisons and jails. The numbers grow as the Operation Iraqi Freedom/Operation Enduring Freedom (OIF/OEF) wars continue to rage on. Every 9 in 100 inmates in the United States jails and prisons is a veteran. Ten to twelve percent (5,124 – 6,149) of Pennsylvania Department of Correction inmates report military service. More than 98.2% are male, 52.3% are white, 40% black, and 5.1% are Hispanic.
